Exporting Dashboard as SWF / XML Data

Hello,

We are trying to publish some SWF dashboards that pull in data from XML files.  We are not using any Crystal server components... Just Dashboard Design 2013 and a Microsoft IIS web server.  WHen trying to preview the dashboard, we have the XML file URL loaded in and we get the 2048 error...

Connection type: xml data

file url: file:///c:/users/user/swffile.swf

external data url

http://web.server.com/xml/xmlfile.xml

Any ideas?  I've been reading about a crossdomain.xml file but it seems that most folks are talking about tomcat servers, bo servers, etc., and we don't have that.
