BIWS- Meaning of 'Share Report Content for All Consumers'

I am somewhat confused by the below checkbox, 'Share Content for All Consumers'. How does this impact my BIWS if I check or uncheck this option?

My initial assumption with older QAAWS is that the individual user rights would determine if a user could access data from a specific query of not? Am I wrong? As a default should it always be checked?
